Ubuntu 20.04 + RDP

Hi,
I am wanting to run Ubuntu 20.04+ with RDP.
I have tried going from CLI 20.04 -> 20.04+RDP
https://community.time4vps.com/discussion/364/ubuntu-xfce-usage-for-rdp-access-to-ubuntu-server#latest
but sadly it didn't work (i think it may be out-of-date or not fully correct)
I also tried 18.04+RDP -> 20.04+
libpam-runtime is preventing ubuntu upgrade?
Is this an option that can be added, pre-installed 20.04+RDP?
