Cannot access Server, cannot login and password reset is not working.

Hello, can someone please help me. I cannot login, I need to pay my bill but I cannot login to the control panel. I tried resetting my password 10 times but I am not getting the email. I created another account on the forums here with a different email address just to be able to login.
I cannot submit a ticket on the home page because there is no SUBMIT button!
