2 questions:
1) I am only using 1,3GB on S right now, but what would happen if I downgrade to XS and I was using over 20 GB?
2) What will happen to my current data if I downgrade to XS? Will I keep everything and just have 20 GB less free space?

if you exceed disk space of your VPS it will not work properly. However you will be able to upgrade package with higher disk space at any time.
You can downgrade your service without any loss of data. During downgrade process your server won't even be restarted.
